POST: THE DIRECTOR OF THE CENTRE (RE ADVERTISED)



Reports to: Governing Council 
 
Supervises: Deputy Directors (Planning, Finance and Administration and    
                                Head of Internal Audit) 

DUTIES AND RESPONSIBILITIES
  •  Maintain and promote the efficient, effective and good governance of the Centre;

  • The Accounting Officer and Chief Spokesperson of the Centre;

  • Principal Academic and Administrative Officer of the Centre;

  • Secretary of the Governing Council;

  • Implement decisions of the Governing Council;

  • Enforce Laws and Regulations passed by the Governing Council;

  • Formulate and implement policies to enhance the academic excellence of the Centre;

  • Promote good relations with the Government and other Stakeholders;

  • Facilitate and promote efficient academic activities related to training, research, publications and consultancy; and

  • Spearhead the continuous development and review of the mission, objectives and policies of the Centre.

QUALIFICATION, EXPERIENCE AND COMPETENCIES
  • Holder of Doctorate Degree in relevant fields with an excellent scholarship profile with respect to teaching, research and consultancy services to the public

  • Holder of outstanding academic and administrative experiences of at least eleven (11)

  • 3 years in a reputable institution and capability in the area of technical education training.

  •  He/ She should possess the ability to develop and lead an effective management team.

 - Form IV and Form VI National Examination Certificates, 
- Computer Certificate,
 - Professional certificates from relevant authorities,
-Form VI and form VI results slips are strictly not accepted,
  • Testimonials and all Partial transcripts will not be accepted,
  • Presentation of forged certificates and other information will necessitate to legal action,
  • Applicants   employed in the public service should route their application letters through their respective employers,
  • Applicants who have/were retired from the Public Service for whatever reason should not apply,

  • Certificates from foreign examination bodies for Ordinary or Advanced level education should be certified by The National Examination Council of Tanzania (NECTA) and  National Council for Technical Education (NACTE) Certificates from foreign Universities should be verified by The Tanzania Commission for Universities (TCU),
  •  The attachments shall include one recent passport size photos; certified copies of academic certificates, transcripts and the applicant’s birth certificate.

JOB TITTLE:  - Chief Executive Officer 


REPORTS TO: Permanent Secretary- Prime Minister’s Office- Labour, Youth,        Employment and Persons with Disability 

SUPERVISES:     Directors, Heads of Units and Zonal Managers 

DUTIES AND RESPONSIBILITIES

  • The Chief Executive is the Agency’s Accounting Officer and shall specifically be responsible for:

  • Preparation and submission of strategic business plans and associated budgets;

  • Implementation of the approved plans, including the achievement of performance targets;

  • Organization and Management of the assets and resources allocated to the Agency efficiently, effectively, economically and in accordance with the principle of fairness and equality as outlined in the Executive Agencies Act and its Regulations;

  • Management and allocation of the assets and resources allocated to the Agency;

  • Preparation and provision of Agency performance reports and financial statements to the Permanent Secretary;

  • Ensuring that all aspects of the management and organization are kept under review and they suit OSHA’s business needs;

  • Contributing to the development and formulation of policy changes, including assessing the impact and practicability of proposed policy changes and ensure those changes are implemented efficiently;

  • Promoting public confidence in the expertise and quality of its service and impartiality of the Agency decisions

QUALIFICATIONS

  • Master Degree either in Occupational Safety and Health, Medicine, Environmental Health Science, Engineering in (Mechanical, Geological, Electrical or Chemical), or any other related fields;

At least ten (10) years working experience in Senior position of which six (6) years should be in Senior Management position in reputable organization; and
Age should be below fifty (50) years.
